Souverain compétent, habile et énergique, il se préoccupa de justice sociale, développa l'économie locale, freinant ainsi la domination commerciale des puissances italiennes, et encouragea un renouveau des arts et des lettres. Avec sa femme Irène Lascarine, il fonda de nombreuses œuvres charitables qui lui valurent, peu après sa mort, d'être considéré comme un saint par les Grecs d'Asie mineure.
