Among the supporters of the party is the entrepreneur and owner of Pipistrel company Ivo Boscarol, who stated he will not join the party but will help as an expert counsellor, and the economist and Liberal activist Rado Pezdir. The public intellectual Peter Jambrek and jurist Tone Jerovšek, both former members of the Constitutional Court of Slovenia and prominent members of the Rally for the Republic, also voiced their support for Virant's political project.When the party was formed, some of the prominent members were economist Janez Šušteršič, former director of the Slovenian governmental Institute of Macroeconomic Analysis and Development between 2001 and 2007, former chairman of the Office for the Protection of Competition Jani Soršak, former Minister of Transport and former vice-president of the National Assembly Marko Pavliha (who had been a member of the Liberal Democracy of Slovenia between 2004-2007). In January 2012, Pavliha left the party. In the beginning of April, the deputy Ivan Vogrin left the deputy group of the party in the National Assembly after the party reproached him for the debts created by his private company. He has remained member of the party, though.On 24 April 2012, the party renamed itself and reelected Gregor Virant as its president. It also reelected Janez Šušteršič and elected Aleksandra Markovič Predan as its vice-presidents.The party became a member of the Alliance of Liberals and Democrats for Europe Party on 9 November 2012.

L'annuncio della creazione del partito, avvenuto dopo la caduta del governo Pahor, è stato accolto negativamente dal Partito Democratico.Inizialmente Virant poteva contare su un forte supporto popolare, confermato dai sondaggi che piazzavano il partito ai primi posti delle preferenze. Durante la campagna elettorale ha però subito un brusco calo di consenso, legato agli attacchi dei media conservatori e in particolare all'accusa di aver fruito di un'indennità di disoccupazione come ex-ministro nonostante i suoi importanti guadagni come consulente.In occasione delle elezioni parlamentari del 2011 il partito ha ottenuto l'8,4% dei voti e otto seggi. Il 21 dicembre Virant è stato eletto Presidente dell'Assemblea Nazionale con i voti del Partito dei Pensionati e dei partiti di centro-destra.Dopo un mese di trattative è stato siglato un accordo di coalizione fra la Lista Virant, Slovenia Positiva, i Socialdemocratici e il Partito dei Pensionati, per sostenere Zoran Janković come Primo Ministro; all'ultimo momento Virant ha però ritirato l'appoggio a Janković ed è entrato in trattative con il centro-destra guidato da Janez Janša, che è stato eletto Primo Ministro il 10 febbraio 2012.Nell'aprile 2012 il partito ha assunto l'attuale denominazione.

De partij werd op 21 oktober 2011 opgericht door een aantal neoklassieke en neoliberale economen met als boegbeeld Gregor Virant, die tot dan lid was van de Sloveense Democratische Partij. Aanvankelijk heette de partij "Burgerlijst van Gregor Virant", sinds april 2012 is de naam van Gregor Virant uit de partijnaam verwijderd en draagt het de huidige naam Burgerlijst.De Burgerlijst zet in op vermindering van overheidsuitgaven, verkoop van overheidsvermogen en deregulering.
